WORK SESSION MEETING

ROLL CALL - Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli – Present.  

City Staff present:  Corporation Counsel Tom Leone, John Salomone, City Manager, City Clerk Debra McCormick, Frank DeOrio, Director of Municipal Utilities.

Presentations and Proclamations
Mayor Carnicelli introduces Linda Murphy, Chairperson of the City’s Youth Commission.  Ms. Murphy introduces Gary Mann, 98 South Street.  Mr. Mann spoke to council about his work coordinating Open Mike Nights and their success.  He introduced Eileen Geric, Manager of A Novel Idea.  She spoke about the art program at the book store.  Ms. Geric introduced Jason Paddinton, a Cayuga Community College Student.  Mr. Paddington talked about what the new bookstore does overall.  He described various events and activities.  He introduced David Storrs of Throop Ave.  Mr. Storrs explained how the opening of the bookstore has motivated him to get involved.  Using a lot of humor he described what A Novel Idea has meant to him and what he does now.  He introduced Donna Barrett, an 18 year old Auburn High School Student.  She is the host of Poetry Night at the bookstore.  She talked about the need for a creative outlet.  Council and the Mayor thanked the group.

First Reading of Ordinances and Local Laws – The City Clerk read the following into the record:

Bond Ordinance #19 of 2002 authorizing the issuance of $225,000. Serial Bonds to finance the cost of the acquisition and installation of a computer assisted system to access flow and pressure data for the City’s Water System.  

Bond Ordinance #20 of 2002 authorizing the issuance of an additional $2,000,000 Serial Bonds to finance additional costs of upgrading the City’s Water Filtration Plant.

Work Session
Water Filtration Plant Renovations Update –
Frank DeOrio distributed a hand out and then reviewed renovation progress and plans with Council.  Council, the City Manager and Mr. DeOrio discussed.

Early Retirement Personnel Issues - The City Manager began the discussion with an overview.  Council discussed.

Other Business
Councilor Hunter commented on delinquent tax payers.  He asked why the city can’t inform banks about delinquent tax payers so that they can’t purchase more property.

Request for Executive Session at 7:10PM.  Council resumed regular session at 8:50PM.  Another request for Executive Session was heard at 8:52PM ending at 9:05PM.
